The federal Help America Vote Act of 2002 banned lever voting machines and punch card ballots by 2006. Voting nationwide is going electronic, and given past problems with the high-tech machines tabulating ballots and reporting results, and the human factor, problems are likely, in fact expected, on November seventh.
